WaterMark, WELS & RCM Certification Explained for Australian Smart Toilets

Why Australian Certification Matters More Than You Think

When buying a smart toilet in Australia, certification is not optional — it is a legal requirement. Products that lack the correct certifications cannot be legally installed by a licensed plumber, may fail council inspections, and can void your home insurance in the event of a water-related incident.

Yet many smart toilets sold online — particularly through marketplaces — do not carry the required Australian certifications. This guide explains exactly what WaterMark, WELS, and RCM certification mean, why each one is mandatory, and how to verify compliance before you buy.

1. WaterMark Certification

What is WaterMark?

WaterMark is Australia's mandatory certification scheme for plumbing and drainage products. It is administered by the Australian Building Codes Board (ABCB) and is a legal requirement under the National Construction Code (NCC) and state/territory plumbing regulations across Australia.

What does it mean?

A WaterMark certified product has been independently tested and assessed to confirm it meets the relevant Australian Standards for plumbing products. The certification confirms the product is fit for purpose, safe, and suitable for installation in Australian plumbing systems.

Why is it mandatory?

  • Licensed plumbers are legally required to install only WaterMark certified plumbing products
  • Installing a non-WaterMark product is a breach of plumbing regulations in every Australian state and territory
  • Non-compliant installations can result in failed inspections, fines, and insurance voidance
  • If a non-certified product causes water damage, your insurer may refuse to pay the claim

How to verify WaterMark certification

Every WaterMark certified product carries a WaterMark licence number. You can verify any product's certification status by searching the WaterMark Product Database at watermark.dbp.com.au.

All OSHONIC Aura Series smart toilets are WaterMark certified — fully compliant for installation by any licensed plumber anywhere in Australia.

2. WELS Certification

What is WELS?

WELS stands for Water Efficiency Labelling and Standards. It is a mandatory national scheme administered under the Water Efficiency Labelling and Standards Act 2005 (Cth). All toilets sold in Australia must carry a WELS rating.

What does it mean?

WELS rates products on a star scale from 1 to 6 stars based on their water efficiency. More stars means greater water efficiency. The label also shows the product's water consumption in litres per flush (or per minute for taps and showers).

Why does it matter?

  • Legal requirement — toilets without a WELS rating cannot be legally sold in Australia
  • Water bills — a higher WELS rating means lower water consumption and lower ongoing costs
  • Environmental impact — water efficiency is increasingly important in Australian states subject to water restrictions
  • Council compliance — some local councils and developments require minimum WELS ratings for new installations

How to verify WELS certification

WELS registered products can be verified at waterrating.gov.au. The WELS star rating and water consumption figures must be displayed on the product or its packaging.

All OSHONIC Aura Series smart toilets carry WELS certification with ratings displayed on each product page.

3. RCM Certification

What is RCM?

RCM stands for Regulatory Compliance Mark. It is the combined mark for electrical safety and electromagnetic compatibility (EMC) compliance in Australia and New Zealand, administered under the Electrical Equipment Safety System (EESS).

What does it mean?

An RCM certified product has been assessed to confirm it meets Australian electrical safety standards and electromagnetic compatibility requirements. For smart toilets — which contain electrical components including heated seats, warm air dryers, electronic controls, and sensors — RCM certification is mandatory.

Why is it mandatory?

  • Legal requirement — all electrical products sold in Australia must carry RCM certification
  • Safety — smart toilets combine water and electricity. Non-certified products present a genuine electrocution and fire risk
  • Electrician compliance — licensed electricians are required to connect only RCM certified electrical products
  • Insurance — non-certified electrical products installed in your home can void your home and contents insurance

How to verify RCM certification

RCM certified products carry the RCM mark (a tick inside a triangle). Suppliers should be able to provide a Declaration of Conformity (DoC) confirming the product's compliance with relevant Australian Standards.

All OSHONIC Aura Series smart toilets carry RCM certification — safe for connection by a licensed electrician anywhere in Australia.

RCM EESS / ACMA Electrical safety & EMC compliance ✅ Yes

5. Red Flags When Buying Online

When purchasing a smart toilet online — particularly from marketplaces or overseas sellers — watch for these warning signs:

  • No WaterMark licence number listed on the product page
  • No WELS star rating or water consumption figures displayed
  • No RCM mark visible on product images or documentation
  • Seller unable to provide a Declaration of Conformity for electrical compliance
  • Price significantly below the certified market range (under $1,500 for a full smart toilet)
  • No Australian warranty or local support contact

If a seller cannot confirm all three certifications with verifiable documentation, do not purchase the product for permanent installation in an Australian home or commercial project.
